That probably should have been a rule before. 10 second counts will no longer be counted manually by officials (or not counted) but will go by the shot clock instead except at the end of halves and games.

Not sure where else to post, but here is a good article (Detroit Free Press) discussing the continued decline of scoring in college basketball, the reasons for the decline, and possible fixes. The article also discusses trends for this season including increased use of zone defenses and three-point shooting and decreased emphasis on offensive rebounding to prevent fast breaks:
