Someone else may be able to confirm but I thought you couldn't go out to bid or execute a contract without the funds being appropriated and I think they even have to be encumbered? Right?

 

I wonder if Canestrari is thinking of the $60M number which we don't have vs. the amount set for the first phase which it seems we do have? Thoughts?

I think you're right. And remember the source of the funding isn't a specific budgeted line item. The TU article confirms that it is a piecemeal funding from places like 'critical maintenance' that are bulk items in the appropriations bill. So in other words Canestrari wouldn't have known about it until now.

Agreed, everyone is playing coy. The guy RECORDED a message at the end of the long video. It's nonsense that this guy doesn't know anything, he probably doesn't want to be burdened by the fall-out if any.

My guess...neither. Point is, this hasn't been super secret double probation. It is public...the documents are public...and he has known for years that UA wanted and needed this. IN fact, he claimed to fight for this.

Only time will tell I guess, but I have a hard time understanding why they'd get this far along without having any funding secured and in hand.
