He played QB.  Started.  He played safety for one year.  Pretty common in hs

That's pretty crazy. So they don't have to even state they are redshirting and they could play up to the last 4 games of the season and still redshirt?  Is that correct?

Plus, late in the year when the dings and dents add up, they can get some quality sub time out of the freshmen without burning a year. I should think a freshman would have extra motivation to try and crack the lineup late in the year instead of being told he’s going to be on the sidelines all year. Some reward for the hard work in practice. Is there a downside I’m not seeing?

Absolutely none.   Some would argue that it would help FBS schools load up  on kids we may have at our level who are borderline.  I say that's a false narrative; if a kid is that borderline, he probably will get more exposure with four years and some change worth of games...then being one of 100 at the FBS level WHO may get time as a frosh in four games.
