Budget Issues

From the Governor this morning regarding capital projects: ..Uh-oh.

"In light of the current market crisis and the potential risk to the state's finances, it is critical that we prioritize our new capital spending to focus on health and safety projects that address our state's most important infrastructure needs. To this end, I am instituting a more rigorous review process for all new capital projects.

To begin any new construction or rehabilitation initiative, you must have the joint prior approval of the Division of the Budget and the Office of State Operations. Only essential projects will be approved.

For the purposes of this directive, a project is considered essential if failure to complete it will (1) present an immediate, demonstrable threat to public health or safety; (2) directly violate a court order or federal, state, or local law; or (3) result in a substantial reduction in federal aid."

In other words:

No capital spending is going to be approved for athletic projects.

Great.

I guess hindsight is 20/20 but we should have taken something, anything, last year.

It really burns me that SBU and UB are sitting in new stadiums and UA doesn't have a pot to piss in.

I'm not an insider but I think SUNY is really going to take a hard hit. All schools and all projects. I would think our only option is private donations going into a greatly scaled down project.

Where is the nearest city or college with decent facilities that we could play if it meant getting into a better conference? Syracuse University or maybe Kingston High? Could we play in Kingston for a year or two? I just want out of the NEC and if the CAA would take us but it meant playing off-site I would do it. Any option will do.

What about a separate student stadium fee? At least make it a option on the Alumni renewal letters.

I've asked on here about the student activity fee, but no one has answered. I don't know if you can do a specific activity fee in the SUNY system. That seems to me to be the best option now. At least put it up for a referendum. What could it hurt?

And Kingston is worse then University Field.

We'd be better off playing on Fallon Field. There has to be $5mm somewhere in the system that can be used to upgrade University Field. That's all we'd need to be attractive enough for the CAA in the short term.

The closest stadium would be the Carrier Dome. When RPI builds their field, maybe we can rent that?

Questions:

On what date exactly does the University need to submit it's official budget request to SUNY?

And on what date exactly does SUNY's total budget request to the governor?

My questions to the university and suny central were never answered, as I waited for return calls...

Now, who can tell me if the multi purpose is being included in UAlbany's budget request, and exactly how much is being requested?

"The 3.1 percent cuts per campus and adjusted budgets (which include state support and

campus revenue) are as follows:

Albany -- $4.9 million, to $153.6 million"

http://pressconnects.com/article/20081110/...ONTPAGECAROUSEL

If nothing else, the article is interesting as it gives some budget numbers and highlights the disparity between UA and Bing and UB and SBU.

Funding per enrolled pupil:

UB (27,220 students with $341.6m budget) - $12,549.60 per student

SBU (23,351 students with $289.9m budget) - $12,414.89 per student

Bing (12,156 students with $133.3m budget) - $10,965.78 per student

UA (18,000 students with $153.6m budget) - $8,533.33 per student

These budget numbers are taken from the article, so don't shoot me if they are wrong. But man that is disheartening.

I've always felt UA was getting the short end of the stick and these numbers may prove it.

On the other hand, I was wondering if we get less funding per student because we don't have many professional schools. What does UA have other than business? The other 3 have undergraduate engineering. SBU and UB also have medical and law. Could that be the reason for the discrepency? Pre-professional and professional programs are more expensive, correct?

Even so, it only points to the fact UA needs more professional schools if we're going to compete with the other centers.
