George Philip will take the post of permanent president of SUNY Albany. But it could be a costly or short-lived move: He needs a waiver to keep working as the $280,000-per-year campus chief while collecting his $261,000 pension. He's using a waiver that expires in November, the Office of the Comptroller said.

Without the waiver, he can make only $30,000 from the state. A retiree from the State Teachers Retirement System, which he led for years, Philip is already getting $30,000 as a consultant there (down from $100,000 he had previously been getting post-retirement).

 

The rules on waivers tightened last fall. An agency must prove there is an urgent need for a retiree's services because of an unplanned vacancy, or the employer must prove an extensive recruitment effort was conducted without finding a qualified non-retiree.

 

The Albany job was desired by several non-retirees, including top SUNY central officials such as Nicholas Rostow.
