Liberty's new (renovated) stadium opened this weekend:

 

 

They are in the Big South with Stony Brook.

In light of the recent developments on the budgetary front, I'd have to think it will be very difficult to get this project done.

As Philip noted in his email, operating budget and capital budget are apples and oranges. This would be coming out of capital funds.
