Great outline of a great idea. And bowl-worthy schools, such as, e.g., Michigan, Wisconsin, and Illinois from the Big Ten, can go about their business in the bowl games that there were likely to be invited to in the first instance. Seems like a win-win situation to me.

He just ignores the NCAA rule (for all sports) that no more than half the tournament slots can be given to automatic bids. This is the rule that keeps the NEC from an auto in the FCS playoffs. If all the conferences get a bid, they'll need 22 (probably 24) teams - further reducing the number of .500 teams available for the other bowls.
