Gotcha. So it sounds like work can be completed faster and cheaper under the new law. Which is exactly why the unions are opposing it, right?

Not faster - Florida road work is notoriously slow because of the substandard pay to the road crews.

No need to speculate on UUP's Official position and reasoning. Their 4 page preliminary review it is available online:

Very important links, thanks. Much of the wording from the SUNY-wide flexibility bill mirrors the wording from the A/S2020 bill, so the UUP position will not likely change unless there are revisions. And this communication piece from the state UUP mentioning the UB and SBU legislation at that time indicates they remain in opposition to the main points of the reform:

But I don't think they are referencing the SUNY University Center Innovation and Economic Growth Act in their correspondance. The SBU bill they are referencing is Senator Lavalle's bill which is the same bill as A/S2020 but replaces UB with SBU.

 

This SUNY University Center Innovation and Economic Growth Act answers a lot of their concerns with regard to the exclusivity of A/S2020.

Yes, that's why I said the communication mentions UB and SBU bills around at that time, which was early June. The new bill erases concerns of UB exclusivity, but it does not erase the group's rejection of the meat of the bill, what they claim as privatization of SUNY universities. UB has a FAQ page on these concerns, and it seems UB felt it had enacted satisfactory amendments to its bill to comply with state labor laws and prevailing wage provisions. In reading the new bill, there are the same basic points regarding labor as A/S2020.
