what is housed in these buildings?

Those are the ones I said earlier - The NY State Police HQ, The State Police Training Academy, and The NYSP Forensics Lab. I don't think they'll be moving. The sculpture studio is the building just below the circle at 7:00.

Home page of the College of Emergency Preparedness, Homeland Security and Cybersecurity has a drawing of the building (a wider view than MSGDG posted in another thread)

This looks like the traffic rotary and the building will be built over the existing ring road, with that road moved to the woods and open field at the bottom. That's the only way I can see a 12-acre (roughly 600x800 feet) parcel fitting in there.

 

The ETEC was originally to be built on either side of the Life Sciences building. At 225,000 sq. ft. (over five acres by itself, though probably on multiple floors) ETEC with its own associated parking looks to be a lot bigger than the cybersecurity building shown.
